Community Excellence

Skilled trades professionals build vibrant communities, developing a robust workforce that transforms Nova Scotia’s housing construction industry.

Housing Construction Council Nova Scotia

The Housing Construction Council (HCC) is a non-profit, industry-led organization dedicated to attracting, developing, and supporting the people, talents, and skills necessary to meet the housing needs of Nova Scotians. Collectively, the council along with its network of industry, government and community partners, support a dynamic, innovative, and globally competitive housing construction sector. Together, we work to ensure the availability of a highly skilled, diverse, and inclusive workforce to support employers in this critical industry.

Our mission is to support a thriving, inclusive, and innovative housing construction industry to meet the housing needs of Nova Scotia and contribute to the economic prosperity and environmental sustainability of the province.

The Housing Construction Council of Nova Scotia brings added capacity, resources, and expertise to the sector. By collaborating and aligning efforts, we support builders to meet consumer needs while adhering to workplace regulations and human resource best practice. Our strategic plan promotes a shift in the industry—one that prioritizes building community alongside homes, rooted in values of collaboration, inclusion, and sustainability. This partnership model between industry, government, and community will help address key issues like the housing crisis, climate change, and advancing diversity, equity, and inclusion through our labour market development efforts.

Our Values

Integration - We believe that in order to create sustainable solutions we need to combine efforts across all areas of the housing construction sector, ensuring that growth and progress are inclusive, connected, and supportive - creating an effective, unified system.

Collaboration - By bringing together various levels of constituents, government, and sectors we can build stronger communities while fostering sustainable growth and innovation.

Inclusion - We are committed to actively engaging, listening, and learning from all people to build a housing sector that reflects and supports the diverse communities it serves. Inclusion, equity, diversity, and accessibility are fundamental values that guide our work and are embedded throughout our strategic plan.

The Housing Construction Council is located in Kjipuktuk (Halifax), part of Mi’kma’ki, the ancestral territory which remains the homeland of the Mi’kmaq Nation. This territory is covered by the Covenant Chain of Treaties of Peace and Friendship signed between 1725 and 1779. These treaties are affirmed by the Supreme Court of Canada and recognize Aboriginal Title (which is embedded in both the 1763 Royal Proclamation and in section 35(1) of the 1982 Constitution Act). The treaties are living agreements that establish the rules for an ongoing Treaty relationship between nations. We pay respect to the knowledge embedded in the Mi’kmaw custodians of the lands and waters and to the Elders, past, present, and future. We would also like to recognize the 400+ year history of communities of African descent and the 50 African Nova Scotian communities throughout the region today.
